M57andM57 2980a1e884 ci(release): drop CI checks job from release workflow (#847) ...

The release workflow ran a full CI job (ktlint, lint, tests) as a
gate before building the release APK. CI for branches/PRs is already
handled by the android.yml pipeline; the release gate is redundant on
a tag push. Remove the ci job and the needs dependency so the release
builds immediately on tag.
